Emancipation Proclamation Discussion
In 1861, Lincoln clearly announced that he would never free
the slaves held by American citizens. In 1861-62, he rescinded orders from
Generals trying to free slaves in the areas where they fought. Then, in the end
of 1862, he announced that he would issue the Emancipation Proclamation.

Answer the following
questions:
1. What in the world prompted this change in the man…who
clearly wasn’t given to
“flip-flopping” on issues randomly?
2. What exactly does the Proclamation do?
3. What does it NOT do (think deeply about this)?
4. Why was it controversial?
5. Using that information as a backdrop, then finally
explain the purpose of the
Emancipation Proclamation. Why did Lincoln issue
this document?
6. Consider how this proclamation is a change for President
Lincoln? IS THIS a change
of views? Make
sure you read his words in the same primary source in the module; that
contains
a letter he wrote to the editor of the New York Tribune, Horace Greely, a mere
four months before the Proclamation was issued.
7. How is this connected to a “new birth of
freedom”? Why didn’t that new
reality lead to an easy Reconstruction (please don’t simply say “hateful” or
“racist”)?
